AP 451.2 - Role of Director of Human Resources (R. Brennan)

Background

Guided by the Division’s mission statement, vision, mandate, beliefs and values, the Director of Human Resources will assist the Associate Superintendent (Human Resources) in fulfilling the general and specific aspects of the role description for the Superintendent as defined in the School Act and Board policy.

Procedures

The Director of Human Resources is directly responsible and accountable to the Associate Superintendent (Human Resources). 

The Director of Human Resources will have specific responsibilities for:

  1. Human Resources Leadership
    1. Supports the training of administrators and the development of leadership capacity within the Division as approved by the Associate Superintendent (Human Resources).
    2. Supports and implements effective Teacher and School Administrator Induction Programs as directed by the Associate Superintendent (Human Resources).
    3. Provides recommendations to the Associate Superintendent (Human Resources) regarding strategic workforce planning.
    4. Assists Division personnel with human resources processes (e.g. conflict resolution and mediation, teacher leave requests).
    5. Through direction of the Associate Superintendent (Human Resources), provides support to the Board’s negotiating committees.
  2. Human Resources Management
    1. Supports the selection process for administrative positions as directed by the Associate Superintendent (Human Resources).
    2. Supports the recruitment and selection process for professional staff in consultation with the Associate Superintendent (Human Resources).
    3. Supports the recruitment and selection of support staff in accordance with the direction and approved budget of the Associate Superintendent (Human Resources).
    4. Leads the recruitment and selection process for substitute teachers and casual support staff in consultation with the Associate Superintendent (Human Resources).
    5. Administers personnel files for all substitute teachers and casual support staff.
    6. Leads the practicum placement process in faith-based alternative schools.
    7. Through collaboration with the Associate Superintendent (Human Resources), supports the establishment of the frameworks for supervision and evaluation of all personnel.
    8. In consultation with principals, conducts the supervision and evaluation of school-based staff, as requested by the Associate Superintendent (Human Resources).
    9. Assists in the review of Principal Professional Growth Plans, as directed by the Associate Superintendent (Human Resources).
    10. Supports the administration of employment contracts for professional staff in the best interests of the Division, including leaves, transfers, transitions to retirement under the direction of the Associate Superintendent (Human Resources).
    11. Administers employment contracts for support staff in the best interests of the Division, including leaves and transfers, and updates the Associate Superintendent (Human Resources) as necessary.
    12. Supports the administration of the employee classification system for all professional staff (job descriptions, grid placements).
    13. Administers the employee classification system for all support staff (job descriptions, grid placements) as directed by the Associate Superintendent (Human Resources).
    14. Administers the Employee and Family Assistance Program as directed by the Associate Superintendent (Human Resources).
    15. Provides support and advice to Associate Superintendent (Human Resources) to ensure the Payroll Program is consistent with Division values.
    16. Supports the administration of all professional staff personnel files as directed by the Associate Superintendent (Human Resources).
    17. Supports the administration of all support staff personnel files.
    18. Within areas of responsibility, provides for legal opinions to the Associate Superintendent (Human Resources) as required.
    19. Provides supervisory expertise to principals and Division personnel, as requested by the Associate Superintendent (Human Resources).
    20. In collaboration with Directors of Learning, provides support, as requested by the Associate Superintendent (Human Resources) in matters related to staff professional development.
  3. Student Learning
    1. Supports implementation of the school review process.
    2. Supports implementation of the school goals process.
  4. Student Wellness
    1. Provides support to ensure that each student is provided with a welcoming, caring, respectful and safe learning environment that respects diversity and fosters a sense of belonging.
  5. Fiscal Responsibility
    1. Makes recommendations to the Associate Superintendent (Human Resources) regarding staff allocations to include in the Division budget.
    2. Supports the development of the department budget within the parameters and constraints of the Division budget.
    3. Provides support to the Associate Superintendent (Human Resources) to ensure the proper fiscal management of department budget allocations.
    4. Operates in a fiscally prudent and responsible manner.
  6. Policy/Administrative Procedures
    1. Provides advice to the Associate Superintendent (Human Resources) in the planning, development, implementation and evaluation of Board policy within areas of responsibility.
    2. Supports the Associate Superintendent (Human Resources) in the planning, development, implementation and evaluation of Administrative Procedures within areas of responsibility.
    3. Ensures the application of Board policy and Administrative Procedures as required in the performance of duties.
  7. Organizational Management
    1. Within areas of responsibility, demonstrates effective organizational skills resulting in compliance with all legal, Ministerial and Board mandates and timelines, and adherence to Associate Superintendent (Human Resources) directives.
    2. Contributes to a Division culture which facilitates positive results, effectively handles emergencies, and deals with crisis situations in a team-oriented, collaborative and cohesive fashion.
    3. Liaises with the Associate Superintendent (Human Resources) in matters related to student enrolment and class size matters.
  8. Communications and Community Relations
    1. Takes appropriate actions to ensure open, transparent internal communications (and external when required) are developed and maintained in areas of responsibility.
    2. Ensures staff, students, and parents have a high level of satisfaction with the services provided and the responsiveness of the department.
    3. Investigates, and facilitates resolution of, concerns and conflicts.
  9. Associate Superintendent (Human Resources) Relations
    1. Establishes and maintains positive, professional working relations with the Associate Superintendent (Human Resources).
    2. Honours and facilitates the implementation of the Board’s roles and responsibilities as defined in Board policy and encourages staff to do the same.
    3. Provides information which the Associate Superintendent (Human Resources) requires to perform his role in an exemplary fashion.
  10. Leadership Practices
    1. Practices leadership in a manner that is viewed positively and has the support of those with whom he works in carrying out the expectations of the Associate Superintendent (Human Resources).
    2. Exhibits a high level of personal, professional and organizational integrity.
