AP 453.2 - Role of Director of Learning (Leadership/School Development)

Guided by the Division’s mission statement, vision, mandate, beliefs and values, the Director of Learning will assist the Associate Superintendent (Education Services – Pat Rivard) and the Associate Superintendent (Human Resources) in fulfilling the general and specific aspects of the role description for the Superintendent as defined in the School Act and Board policy.

Procedures

The Director of Learning is directly responsible and accountable to the Associate Superintendent (Education Services – Pat Rivard). For certain functions, the Director of Learning liaises with the Associate Superintendent (Human Resources).

The Director of Learning will have specific responsibilities for:

  1. Student Learning
    1. Within areas of responsibility, ensures students in the Division have the opportunity to meet the standards of education set by the Minister.
    2. Supports the effective implementation of curriculum in the Division.
    3. Supports assessment practices and accountability that foster achievement of approved learning outcomes in all schools.
    4. Provides leadership for literacy, numeracy and assessment initiatives within the Division.
    5. Within areas of responsibility, fosters conditions which promote the improvement of educational opportunities for students.
    6. Provides leadership and support for initiatives in areas of responsibility.
    7.  Provides leadership and support for the School Review process.
  2. Student Wellness
    1. Provides support to ensure that each student is provided with a welcoming, caring, respectful and safe learning environment that respects diversity and fosters a sense of belonging.
  3. Human Resources Management
    1. Provides support, as requested, to the Associate Superintendent (Human Resources) in matters related to staffing, evaluations, certification and contractual recommendations within areas of responsibility.
    2. Collaborates with the Associate Superintendent (Education Services – Pat Rivard) and the Associate Superintendent (Human Resources) regarding the hiring, transfer and staffing levels within areas of responsibility.
    3. Provides leadership and support, as requested, to the Associate Superintendent (Human Resources) in matters related to staff professional development.
    4. In collaboration with the Associate Superintendent (Education Services – Pat Rivard), provides supervisory expertise to principals.
  4. Fiscal Responsibility
    1. Provides support to ensure the proper fiscal management of budget allocations.
    2. Makes recommendations to the Associate Superintendent (Education Services –Pat Rivard) regarding possible actions to increase the effective and efficient operations of programs within areas of responsibility.
    3. Operates in a fiscally prudent and responsible manner.
    4. In conjunction with the Associate Superintendent (Education Services – Dale Backlin), investigates grant opportunities and partnerships.
  5.  Leadership/School Development
    1. Leads the school review process.
    2. Leads the school goal process.
    3. In collaboration with the Director of Human Resources, develops, implements, and supports Teacher and School Administrator Induction programs.
    4. In collaboration with the Director of Human Resources, develops, implements, and supports Lead Teacher Cohort program.
    5. Supports the Administrators’ Association in the development and implementation of effective instructional leadership.
    6. Provides support to Division personnel for workshops in support of department goals.
    7. Develops and maintains positive and effective relations with provincial government departments and regional agencies.  
  6. Administrative Procedures
    1. Provides support to ensure coordination of the development, review and revision processes for the Administrative Procedures manual.
    2. Participates in the planning, development, implementation and evaluation of Administrative Procedures within areas of responsibility.
    3. Ensures the application of Administrative Procedures as required in the performance of duties.
  7. Organizational Management
    1. Within areas of responsibility, demonstrates effective organizational skills resulting in compliance with all legal and Board mandates, timelines and adherence to Associate Superintendent (Education Services – Pat Rivard) directives.
    2. Contributes to a Division culture which facilitates positive results, effectively handles emergencies and deals with crisis situations in a team-oriented, collaborative and cohesive fashion.
    3. Participates in the development of the Three Year Education Plan/Annual Education Results Report.
    4. Supports principals in the development of the Three Year School Education Plan.
  8. Communications and Community Relations
    1. Takes appropriate actions to ensure open, transparent internal and external communications are developed and maintained in areas of responsibility.
    2. Provides support to ensure that staff has a high level of satisfaction with the services provided.
  9. Associate Superintendent (Education Services – Pat Rivard) Relations
    1. Establishes and maintains positive professional working relations with the Associate Superintendent (Education Services – Pat Rivard).
    2. Honours and facilitates the implementation of the Board’s roles and responsibilities as defined in Board policy and encourages staff to do the same.
    3. Provides the information the Associate Superintendent (Education Services – Pat Rivard) requires to perform his role in an exemplary fashion.
  10. Leadership Practices
    1. Practices leadership in a manner that is viewed positively and has the support of those with whom he works in carrying out the Associate Superintendent’s (Education Services – Pat Rivard) expectations.
    2. Exhibits a high level of personal, professional and organizational integrity.
