AP 453.1 - Role of Director of Learning (Inclusive Education, Wrap-Around Services)


Guided by the Division’s mission statement, vision, mandate, beliefs and values, the Director of Learning will assist the Associate Superintendent (Education Services-Pat Rivard) in fulfilling the general and specific aspects of the role description for the Superintendent as defined in the School Act and Board policy.


The Director of Learning is directly responsible and accountable to the Associate Superintendent (Education Services-Pat Rivard). 

The Director of Learning will have specific responsibilities for:

  1. Student Learning
    1. Within areas of responsibility, ensures all students in the Division have the opportunity to meet the standards of education set by the Minister.
    2. Fosters conditions which promote the improvement of educational opportunities for all students within an inclusive environment.
    3. Ensures the effective use of assistive technology to maximize student learning.
    4. Provides leadership and support for initiatives in areas of responsibility.
    5. Provides support in the development of effective programming in ESL, Success in Schools, Early Intervention, Behaviour Support and the Palliser Play Program.
    6. Provides support to ensure accountability for program delivery in areas of responsibility.
    7. Provides leadership and support through participation in the school review process.
    8. Liaises with Alberta Education and other educational partners to ensure appropriate inclusive education program development and implementation. 
  2. Student Wellness
    1. Provides support to ensure that each student is provided with a welcoming, caring, respectful and safe learning environment that respects diversity and fosters a sense of belonging.
    2. In consultation with the Associate Superintendent (Education Services-Pat Rivard), coordinates the service delivery model to support student access to programs and services.
    3. Within areas of responsibility, develops and maintains positive and effective relations with provincial government departments and regional/community agencies which provide services/supports to students. 
  3. Human Resources Management
    1. Provides for the training and support of school administrators and teachers related to inclusive education practices.
    2. Provides for the training of support staff in required areas of responsibility.
    3. Ensures the development of job descriptions within areas of responsibility.
    4. Provides support, as requested, to the Associate Superintendent (Education Services-Pat Rivard) in matters related to staffing, evaluation, certification and contractual recommendations within areas of responsibility.
    5. Collaborates with the Associate Superintendent (Education Services-Pat Rivard) regarding the hiring, transfer and staffing levels.
    6. In collaboration with the Associate Superintendent (Education Services-Pat Rivard), provides supervisory expertise to principals. 
  4. Fiscal Responsibility
    1. Makes recommendations to the Associate Superintendent (Education Services-Pat Rivard) regarding staff allocation, within areas of responsibility, to include in the Division budget.
    2. Develops departmental budgets in areas of responsibility within the parameters and constraints of the Division budget.
    3. Ensures the proper fiscal management of budget allocations.
    4. In conjunction with the Associate Superintendent (Education Services-Pat Rivard), investigates grant opportunities and partnerships within the areas of responsibility.
    5. Operates in a fiscally prudent and responsible manner.
    6. Manages INAC funding for severe FNMI students. 
  5. Administrative Procedures
    1. Participates in the planning, development, implementation and evaluation of Administrative Procedures within areas of responsibility.
    2. Ensures the application of Administrative Procedures as required in the performance of duties. 
  6. Organizational Management
    1. Within areas of responsibility, demonstrates effective organizational skills resulting in compliance with all legal, Ministerial and Board mandates and timelines, and adherence to Superintendent directives.
    2. Participates in the development of the Three-Year Education Plan/Annual Education Results Report.
    3. In conjunction with the Associate Superintendent (Education Services-Pat Rivard), supports principals in the achievement of school goals. 
  7. Communications and Community Relations
    1. Takes appropriate actions to ensure open and transparent internal and external communications are developed and maintained in areas of responsibility.
    2. Ensures students, parents and staff have a high level of satisfaction with the services provided within the areas of responsibility and with the responsiveness of the departments.
    3. Provides leadership for the Division community engagement process. 
  8. Associate Superintendent (Education Services-Pat Rivard) Relations
    1. Establishes and maintains positive professional working relations with the Associate Superintendent (Education Services-Pat Rivard).
    2. Honours and facilitates the implementation of the Board’s roles and responsibilities as defined in Board policy and encourages staff to do the same.
    3. Provides the information which the Associate Superintendent (Education Services-Pat Rivard) requires to perform his role in an exemplary fashion. 
  9. Leadership Practices
    1. Practices leadership in a manner that is viewed positively and has the support of those with whom she works in carrying out the Associate Superintendent (Education Services-Pat Rivard) expectations, ensuring that such duties do not include teaching functions.
    2. Exhibits a high level of personal, professional and organizational integrity.
