Administrative Procedure 420: Role of the Principal - Appendix A


  1. Instructional Leadership
    1. The administrator actively promotes effective student learning by:
      1. Striving to model exemplary classroom instruction;
      2. Developing and conducting an active program of classroom supervision;
      3. Ensuring that instruction provided by teachers in the school is consistent with the Program of Studies; and
      4. Evaluating or providing for the evaluation of programs offered in the school.
    2. The administrator supports professional development opportunities both personally as well as for the school staff by:
      1. Providing for the organization of appropriate professional development opportunities for staff;
      2. Sharing and encouraging staff participation in appropriate professional development opportunities; and
      3. Participating in appropriate personal professional development activities.
    3. The administrator works cooperatively with teachers to promote effective instruction by:
      1. Ensuring that teachers develop short- and long-range instructional plans;
      2. Ensuring that each teacher develops an annual Professional Growth Plan;
      3. Maintaining an awareness and understanding of developments and issues related to instruction and instructional techniques;
      4. Communicating frequently with teachers regarding instructional developments and issues within the school and the profession as a whole;
      5. Encouraging appropriate creativity and innovation related to instructional delivery and practice; 
      6. Ensuring that students have the opportunity to meet the standards of education set by the Minister;
      7. Setting and communicating high standards for instruction and learning to teachers and students;
      8. Allocating available resources consistent with achieving the established standards of education;
      9. Monitoring and evaluating the extent to which the standards of education are being met in the school;
      10. Communicating information regarding the meeting of standards to students, teachers, parents and the public; and
      11. Working cooperatively with teachers to develop and implement plans of action to ensure that students have the opportunity to meet the standards.
  2. School Organization and Management
    1. The administrator effectively organizes the school to promote student learning by:
      1. Establishing school programs aimed at meeting the needs of students attending the school;
      2. Fostering and implementing effective school practices, routines and policies;
      3. Culturing and promoting a team-based administrative philosophy with the vice principal (if position exists) that supports student learning;
      4. Developing and implementing classroom schedules and timetables that are formulated to maximize opportunities for student learning;
      5. Assigning duties to staff consistent with the needs of students and the school;
      6. Promoting a safe and caring physical environment that is conducive to learning;
      7. Supervising the provision and allocation of learning resources;
      8. Working collaboratively with others to develop school plans;
      9. Creating short- and long-range school plans consistent with policy and regulation;
      10. Initiating appropriate planning procedures consistent with identified needs;
      11. Implementing school plans effectively; and
      12. Communicating school plans in meaningful ways to appropriate groups and agencies.
    2. The administrator demonstrates effective management practices by:
      1. Working cooperatively with others to develop short- and long-range school financial plans;
      2. Supervising the allocation of financial resources consistent with school plans;
      3. Being open and accountable to the Superintendent for all school funds;
      4. Ensuring the appropriate currency of student information systems for reporting and record management procedures consistent with provincial standards;
      5. Generating accurate reports in a timely and efficient manner;
      6. Maintaining all necessary school records in an up-to-date manner;
      7. Respecting and maintaining appropriate confidentiality;
      8. Managing discipline problems in accordance with policies, regulations and legal requirements; and
      9. Supporting the efforts of teachers and support staff to manage student behaviour consistent with policy, good practice, regulation and legal requirements.
    3. School Climate
      1. The administrator establishes a positive school climate by:
        1. Working cooperatively with stakeholders to develop a set of beliefs, values and a mission for the school;
        2. Promoting the beliefs, values and missions of the school and the school division;
        3. Fostering learning experiences beyond the classroom to enhance opportunities for student growth;
        4. Administering the school in a manner consistent with the beliefs, values and mission of the school;
        5. Working cooperatively with colleagues, parents, the community and other stakeholders to establish a positive school climate;
        6. Establishing a practice of collaborative decision-making;
        7. Administering the affairs of the school with honesty and integrity;
        8. Being available in a timely fashion to meet with students, teachers, parents and other stakeholders;
        9. Promoting a sense of community within the school;
        10. Enhancing and extending effective collaborative relationships with professionals and paraprofessionals employed by the school division and partner agencies to support student programming needs;
        11. Demonstrating respect for each member of the school community;
        12. Working cooperatively with others to set and communicate acceptable standards of conduct;
        13. Using appropriate strategies to effectively maintain order and discipline in the school; and
        14. Reinforcing appropriate behaviour and promoting self-discipline.
    4. Community Relations
      1. The administrator promotes cooperation between the school and the community by:
        1. Maintaining an awareness and an understanding of the community served by the school;
        2. Promoting the involvement of the community in the school activities and the school in community activities;
        3. Recognizing opportunities to initiate broad-based discussions that foster critical thinking relative to applicable educational issues and/or trends;
        4. Culturing a mutually supportive relationship between the school and the school council;
        5. Contributing to a positive team environment with other administrators outside the school, the Superintendent’s office and the Board;
        6. Demonstrating insights and skills in working cooperatively with members of the community in order to achieve common objectives;
        7. Promoting a positive image of the school within the community; and
        8. Utilizing community resources to enhance learning.
    5. Assessment of Students
      1. The administrator supervises the programming, assessment and reporting of student achievement by:
        1. Ensuring that student programming in the school is consistent with student needs;
        2. Ensuring that each teacher develops, shares and implements a fair, just and defensible assessment scheme for each course being taught;
        3. Ensuring that student achievement is assessed regularly and frequently;
        4. Ensuring that assessment instruments and methods are consistent with program outcomes;
        5. Ensuring that student assessment practices in the school are consistent with policy;
        6. Fairly deciding appeals made by students and parents regarding the assessment of student achievement;
        7. Ensuring that report cards are prepared and sent out regularly;
        8. Monitoring levels of student achievement at each reporting period;
        9. Communicating any concerns or issues related to student achievement to appropriate staff;
        10. Facilitating and promoting teacher-parent communication;
        11. Promoting regular communication with parents related to their student’s achievement in school; and
        12. Reporting and sharing results from provincial achievement tests and diploma examinations to parents and the community.
